Unlike the heads of executive departments and agencies the heads of independent regulatory agencies generally do not serve at the pleasure of the President or have their rules and legislative recommendations reviewed by the Office of Management and Budget (OMB) [see 44 U.S.C. 3502(5), 12 U.S.C. 250, E.O. 12866 Sec. 3(b) and OMB Cir. A-19].[1]
